Barletta Backs Bill Granting Flexibility to Working Families
WASHINGTON – Congressman Lou Barletta (PA-11) yesterday voted for legislation that would grant workers the flexibility to choose paid time off as compensation for working overtime hours. While public-sector employees have been given this choice for nearly 30 years, the federal government currently prohibits private-sector workers from enjoying the same benefit. The Working Families Flexibility Act of 2017, H.R. 1180, updates current law to allow private-sector employers to offer employees the choice of paid time off in lieu of cash wages for overtime hours worked. The bill passed the Committee on Education and the Workforce by a vote of 22-16 and now goes to the full House for consideration.
“For many workers, including moms and dads raising small children, the most valuable resource is time,” Barletta said. “Some people prefer time away from their job instead of compensation for working overtime. Unfortunately, under current law, private-sector employees don’t have this option. This bill provides workers with the flexibility to better balance work with the demands of raising a family or enjoying their personal time.”
The Working Families Flexibility Act of 2017 updates federal law to grant working Americans more freedom to balance personal obligations with work. The bill also ensures that the decision to receive compensation time instead of cash wages is entirely voluntary and left up to the employee. The legislation safeguards employees by requiring the employer and employee to complete a written agreement for the use of compensation time, and makes certain that all existing protections in the Fair Labor Standards Act are maintained, including the 40-hour work week and how overtime compensation is accumulated.
